For console players, the answer is simple: yes, it can. Watch Dogs: Legion will show you a message confirming that you are not connected to the Ubisoft servers, but nothing will stop you from playing the game. You've got little to lose by playing Watch Dogs: Legion offline - yes, there's a multiplayer mode coming in December, but for now, it's all single player.
