Search the chest there for a Journal from Aela Tharn. From it you will learn about the treasures hidden under Loc Muinn. Leave Vergen and head towards the ravines where you will run into a troll (M13, 10). Continue south and turn right at the crossroads. You will find a shipwreck (M13, 12). After getting rid of the fog during the Vergen siege, you will stumble right next to the shipwreck (M23, 15).
You can also head there during the Blood Curse once you get to Vergen. Passing through Loc Muinn, you will come across a sewer entrance (M31, 16). Inside you will find a chest (M33, 3).
