In both Evil Genius games, the player can recruit various heroes or villains in this case, who essentially serve as super soldiers in their war against the world. However, how you hire them in Evil Genius 2 is a little different, so here's everything you need to know about hiring minions.
In order to recruit minions in Evil Genius 2, you will first need to complete all the side stories associated with obtaining base level minions. After that, you will be able to send minions in a unique pattern to get one of the four minions on the world map after selecting the minions you want to chase from the story side menu.
However, in order to get your minions, you need to fill in the following side magazines first - here they are all below.

- Accumulate muscle

You can find all four of these side stories in the side stories tab by clicking on the system menu in the bottom left corner of the screen and then on the targets as shown below.
By clicking on the objectives, you will be able to view the side story tab by clicking on its tab shown in the image below.
In the side story tab, you will be able to start all four minion missions, and in order to complete them, all you have to do is kidnap a minion on the world stage, bring him back to your prison, and interrogate him. To do this, you will need to build a prison with a cell and an interrogation chair, which you can build through the build menu and then in the item tabs.
Just look for the hammer and shovel icon and then the shackle icon on the far right to start building the prison - it doesn't have to be very big either, as long as something small will do. Once you've built the prison, you'll be ready to tell side stories by kidnapping and interrogating special minions.
