To start a relationship, you must give a bouquet to one villager. It can be bought from Pierre's shop once you have reached 8 hearts with one of the villagers. To get engaged, you must give them a mermaid pendant, which can only be obtained from the old sailor on the beach after you repair the bridge and upgrade your house once. It only goes there on rainy or stormy days, so you won't be able to buy a pendant in winter as it doesn't rain. The wedding will take place 3 days after your proposal.
