The fridge is in a dark room in a building located at the back of the bookstore (Doomed Commercial Area) - a flashlight will be extremely helpful to get through this area. There are two ways to get to the ice bear fridge, so choose the one that best suits the character you've created.
Where to find Ice Bear Refrigerator in Disco Elysium
Enter the bookstore and try to open the curtain on the right. The hostess will try to stop you - talk to her, exhaust all dialogue options and admit that she is right about all the supernatural happenings, then take the Drama challenge to get the key to the locked room behind the curtain.
You can ignore the host and forcefully push back the curtain and then break down the door - for this you need to pass a difficult Pain Threshold check (you get +1 to the skill if you examine the door first). At this point, it's a good idea to have at least one healing item and save the game so that if you fail, you can try again.
After entering the back room, equip your character with a flashlight and go up to the top floor. Go through the cluttered room and open the door marked in the image above. The Ice Bear Refrigerator is in the center of this room.
