You can activate photo mode in two ways. The first way to activate is through the pause menu. After pausing the game, select Photo Mode from the options list.
The second activation method is using the L3 + R3 key combination (you must press both analog knobs). By default, this combination is disabled and must first be unlocked in the game options. Go to the "Manage" section and find the photo mode shortcut.
