Short answer: no way.
Fragments in Subnautica: Below Zero are designed to be scanned with the Scanner, one of the most useful tools in the game. The scanner allows you to explore a huge amount of the world of Below Zero, and in this way you will unlock the vast majority of blueprints.
To craft a scanner, you will need 1x battery and 1x titanium. Both of these resources are very easy to obtain, although the battery must first be crafted in the Fabricator.
Once you get the resources, go to the Fabricator and then go to Personal > Tools and create a Scanner.
Most vehicles/rare items in the game require up to three scans before you get the blueprint, so happy scanning.
