The lockers in the mortuary become available after chapter 2. They can be accessed from the safe area of the hospital after the nurse shows them to you. Each of them contains an item, but it can only be opened with the help of one of the special keys that are scattered around the district. Most of them can be found under small statues. Break them and a key will appear, however this is not the only way to find the keys.
